blowing fuse

1996 C1500, Vortec 350 with 105k.
When I engage the 4 way hazard flashers from the button on the steering column, it blows the #1 10 amp fuse for the turn signals, stop lights and "lights on" tone.
I'm thinking I would start with replacing/inspecting the hazard relay itself (if it is different from the regular turn signal relay), but can't seem to find it's location.

I'm not 100% sure on '96, but my '97 has a combination flasher for the turn signals/4-way flashers.
It doesn't blow the fuse on turn signals?
