Richer after tuning? and CEL

Hey guys, I spoke to one of the guys who worked on my car while they were dyno tuning the VAFC. He said something strange. Turns out they tried to lean out the mixture to produce more power but he said the computer kept messing with timing so they ended up losing power. He said they called a Honda specalist and he said that they were going about it the wrong way. He said to make it richer and change VTEC engagement to a later RPM to produce more power. So they did.

The minute I heard this I was like WTF? Richer to produce more power? That's the opposite of everything I've learned. The car seems to be running with the same amount of power it had before I brought it in, which is sad because I thought I would notice a power difference with it tuned. The only problem is I get a bouncing idle every once in a while, but I think it's the fast idle valve since the description matches up. I'm thinking about getting it retuned at another shop.

Also I keep throwing a CEL every now and then. I went to Autozone and checked it and it came up as P1259, which is VTEC system malfunction. VTEC seems to be working correctly and activate at the normal 5200rpms.

Yes, that does not sound right. The H22 ecu was designed to dump alot of extra fuel in the higher end to protect from detonation. However, this extra fuel essentially lowers combustion temperatures. There is power to be regained leaning out the mixture.
