Heater problem

I have a 96 Dodge Ram 2500 pickup...I've had everything but the heater coil (I think) replaced...still - the heater doesn't work, when I have either air or a/c or heat on it sounds like rice krispies popping in the dash.
I've had it to 5 different mechanics and I've spent well over $1000 and NO ONE can tell me what is wrong or what I need to fix.
Anyone else have this problem, know how to fix it? Your suggestions are more than welcomed!

can anyone help me or give me suggestions on where to look to find out why my heater isn't working?

is it blowing any air at all? if it isn't blowing, then I'd guess that the blower motor is bad.
if it is blowing air, then the sound could be from something that has fallen into the blowe, and is making contact with the fan. on older trucks, it wasn't that hard to pull the fan out, but on the newer trucks, I think you have to pull the dash just to get to the heater.
