97 Explorer ABS Problem

Under normal braking conditions (light, medium, hard), my vehicle tracks nice and straight, with no pulling to either side.
However, when coming to a full stop, the last few feet of light braking to stop the vehicle causes a noisy ABS vibration/rattling in the brake pedal, and the vehicle pulls to the right, as if one wheel is stopping and the other not.
Any idea what this problem might be, and what kind of price range it is to get repaired?
