At high RPMS the cam will push the valves down at extremely high speeds... If the spring is not stiff enough it wont pull the valve back up as fast as it should so the valve will "float" temporarily until the spring is able to pull it back up. It is bad because the piston can come back up and hit the valve and that = $$$$$$$$$$$. People will put in racing cams or even CTR or ITR cams and not change their valve springs and their chances of valve float are increased.

thats the first reasonable thing ive heard from you. Valve float can also occur with F.I. The added pressure on the intake side from a turbo,sc,nitrous can be so much that the stock spring cannot pull the valve back up against the air current. This can happen at as low as 6psi
