Official Honda Alarm system problem

I'm switching the head unit in my wife's 99 Si, and I'm having problems getting power. The Si has an official Honda alarm system, and I think it might have shut off power to the head unit when I removed the old one. I checked the new head unit in my CR-V, and it works fine there. I also installed the old head unit back in the Si, and it doesn't get power either. :banghead:
If it is the alarm system, what do I need to do to convince it everything is OK? It's not like I can enter a code into the radio, the original Honda radio hasn't been in the car for three years.
Any ideas?

Once you disconnect the battery you have to punch in a code on the radio to get it to work again. It’s part of the theft deterrent system. Basically the radio thinks it’s stolen right now. If you have a hook up with a Honda dealership, someone with a little know how will be able to run a set of numbers located on a sticker in your glove box. If not you’ll have to pay them an hr. to remove your radio and reset it. it sucks I know. I hope you know some one.

That's not his problem. He can't get 12volts out of the wire harness to power a new aftermarket head unit.
