92 Prelude help

Hello. Any help would be greatly appreciated. I have a couple of quick questions and hopefully you can help me out. I have a 92 Honda Prelude Si with a 93 JDM H22A swapped in w/ a P-13 ECU.
1) I bought one of those cheap ecu chips off of e-bay, and to be honest I don't notice any dramatic differences in power gain or redline limitations like it boasted it would give. One of two things has happened, the chip is a piece of crap or I felt I was taking advantage of new horsepower gains and red line limits and I damaged my engine. My car idles much rougher than it should and I am afraid I have damaged the engine. What should I do? Take out the P.O.S. chip and replace it with the stock one and/or take my car to an engine shop and have them check my head and block?
2) Is it possible to swap an JDM H22A head onto an H23 OEM block, ie the engine which came out of my car? Would it be a good swap or would it just be a waste of time. I think I have read somewhere that it helps with torque and horsepower, especially if the person is going all motor.
3) Are ICW racing rims made from a dependable company?

Any help would be greatly appreciated. :feedback:

1) Do replace the chip with the stock program.
2) Yes it is possible. The results seem to vary, from people who absolutely detest the poor idling/reliability caused by the resulting swap, and people who love it and claim it's the end-all frankenstein.

The rim question would have to be answered by someone else.
