dashboard air temperature control stuck on cold

Camry 1999, V6, automatic, 113k miles
dashboard air temperature control is stuck on the far left "cold air" position. if try to rotate/turn to warmer air, there is resistance, so we have left it alone.
believe this controls a cable to an interior flap that diverts between cold and warm air entering the passenger compartment. (from general knowledge, i know little about Camry)
am guessing something may be in the path and causing the flap to stick in the "cold" position???
if so, where do i look for the flap?
what do i uncover to look inside?

hey I think the part you might have a problem with is your blend air door (feedback potentiometers)

When the fan are running, there is like a sound coming from it like something is blocking the passageway.
What could it be? How can I open the blades to check for any blockages?

If its like my 92, that goes to both the heater hose valve and to the air mixture flap.
The valve is in the engine compartment and is easily disconnected from the cable. It can be checked for free play.
Mine actually broke in the gears on the hot cold dial.
The teeth would jump if forced. You can help it along by pushing the cable from the valve in the engine compartment.
To fix it I used a larger screw and a washer to put it back together.

Problem fixed, via a mechanic.
Cost: half an hour labor charge.
Work the mechanic said he did:
Checked the cable linkage. There was no obvious damage. Lubricated the cable. Works fine now.

Going in speaking the right words about what needed to be repaired helped.

i believe the gear in my hot cold dial broke..im planning to fix it myself.....any help
