stock intake ?

hey i just hacked up my stock intake pipe by replacing the middle section with a 2 1/8 piece of exhaust pipe and noticed that on the inside of the stock intake, the whole (barb) for the wastegate soleniod was clogged with a piece of rubber that looked like it was straight from the factory. anyway i popped it out and now i can see threw the wastegate soleniod whole. is it supposed to be clogged??
