87 Tbird will not Idle

Hello,
My nephew has an 87 Tbird, 2.3 turbo.
It will not idle.
If you unplug one of the vacuum lines it will idle at hi speed. I appears to running to rich. Does anyone know what this might be?

He already tried the mass airflow sensor.
