Bright and Dims not working right on 2004

I bought a 2004 Cavalier Sport Coupe in May. The headlights are a real problem. When I have my dims on, everyone flashes me. If I have my brights on...you can't even see the road! I took it bak to the dealer and they adjusted the headlights. It didn;t fix the problem. I took it back and they told me that the specs were right. They were going to contact GM. Has anyone else had this problem?? I figure sooner or later some idiot is going to run me off the road with "Road Rage".

Occasionally (not very often) people high-beam me when I have my low-beams on. If that happens, I turn mine on high-beam. I never thought of mine as being a problem. A friend of mine with an '03 complains that his vibrate.
