When I drive my 04 ford taurus, I can here a noise when I pass parked cars and when the window is down coming from my front tires. I was wondering could it be coming from my hub caps (air making the noise?)

???
what kind of noise? squealing, thumping, banging? you'll have to describe it more.

Since its an 04, I doubt there might be something wrong. could it just be tire noise, if you have done alot of driving, after a while, your tires stop being "quiet" on the road and you start hearing them as they get rounded off a bit.

Tire rotation, balancing, front end alignment are all important since tire cupping can cause a lot of noise. I bought a Mazda Tribut a year ago with 12K miles on it and after a while had to replace the cupped tires since the road noise was overwhelming. Much quieter after that.
I suggest you drive in a parking lot and have someone there to help you with finding the sound source.

Ok if you have the factory installed Continental tires then that is your problem. Just took them off of my 03 and put goodyear assurance tires on and WOW what a difference. So much in fact I think I may go get a couple of lexus emblems and put them on my car. The Contis were horrible and after you get about 30k on them they will start to crack in the center of the tire. I hope you enjoy your 04.
