Speedometer Odometer not working

Hi all,
I'm in the process of acquiring a 94' Bonny cluster.
Is this interchangeable with my 93' Bonny?
The problem is that the Speedometer is either pointing all the way to the left when parked or all the way to the right when driving or sometimes in park.
I used an OBD sensor while driving and the speed coming out of the ECM seems to be correct. 0 km/hr when parked and the speed would gradually increase as I accelerate. So that points me a bad speedometer. All the other gauges are working except for the speedometer.
So before picking up the 94' cluster, will it work on my 93' Bonny.

according to the GM computer, they are different and not interchangeable. The 93 uses an electromechanical cluster, the 94 is all electronic.

I tried using the 94' cluster since I got it for $0 and it does the same thing. The Speedometer would do the same thing, jumping from 0 to top speed in one shot.
So, I think the cluster might be compatible and the problem is somewhere else. I'll try the ECM and the VSS route next.
