get a 98 - 2000 Camaro Z28 or SS or Trans Am or Trans Am WS6 or Formula Firebird..
then get this list..
Longtube Headers (pacesetter if short on cash)
off road y-pipe or y-pipe with high flow cats
Air Lid
K&N Air Filter
Free Mods
Cam
they're working on doing a LS2 Intake with a 90mm tb setup for LS1's i'd go that route
Fuel Injectors
Electric Cuttout
Suspension
you could go this route depending on how much you pay for an f-body and if you do the work yourself and you should be good for an 11.8 - 12.1 second car depending on what kind of cam setup you go with and how good you hook at the track
then get this list..

ooor.. you could save up and get a STS Turbo for the f-body and work from there on what parts you want to do.. my buddy has this setup on his firehawk and smokes Sport Bikes :)

i'm going to have to agree with all the LS1 people. although i'm a bit biased, the LS1 really is an incredible motor. headers/true duals, head/cam package, lid and tb will get you into low low 12's, perhaps 11's if you're a good driver :evillol: . and that's NA. you could get fi and be silly fast. my 98 Z28 cost me around $8000, and if you spent it right you could probably get all of the above with the remaining $7000. my :2cents:

there's a dodge colt around me that does 12.2 @ 122mph. custom small 16g turbo setup on what i believe is a gs-t swap. the whole thing set him back about 2 grand with the car. imagine what 15k in it would do.

Yesterday, researching this topic, I decided to do a bit of searching. I found a used high miliage 1995 ///M3 for 10k. For another 8k, you can get teh AA Stage 1 Turbo. A 325i with a swapped in 3.0 from the E36 95 ///M3 ran an 11.2 on that setup. Imagine a much lighter ///M3 with that setup...You'd have a car that runs high tens, low 11s, and be a bad ass on the track, for just over 18k. Im sure another 3k in saving would be totaly worth it.
That, or there is a guy on Bimmer forums who has an E36 325i that out runs TAs.

here in germany you can get 90's Mercedes-Benz E500 Engines (> 320HP) for 3000-6000€, swap it in an 80's W123 (1300kg, RWD, 2000€) and turbocharge it (4000€-5000€) and there you go with maybe 450hp, V8 and 1300kg RWD :grinyes:
hm otherwise, I'd go with the DSM.
F-Body is also nice in performance, but the looks suck imho.
If you go for an F-Body, take the extreme way and turbocharge it :)

I hopw you guys realize that of all the cars mentiond the most, (LS1, 5.0, WS-6, DSM) T-type like z28 josh said, would eat all of them for dinner.

If you wanted a GN. go spend about 10K and put the other five in it to make the ultimate 10 sec sleeper.
You could put the 5K into a t-type/turbo T and have the same kick ass setup,

15 grand would make alot of cars fast as hell. really depends on if you can do some of the work.
fc or fb rx7 and deluxe v8 swap kit would cost under 3 grand. a 500 hp v8 for around 4500, built race tranny for another 2 grand and a bolt in rear end for 1 grand.
a little over ten grand and that is a ten second car if you use a fc.
also the dsm's only got crankwalk in the 7 bolt versions. 6 bolt motors had no problems of this. find a 1992 1/2 or earlier dsm and you don't have to worry about it. and i don't know why the one guy paid so much for his motor. you can buy the 2.3 stroker pro built for 3 grand a shep spec tranny for 2-3 grand, 1 grand on some race heads and the rest on mods. would kill most cars.
I myself always look for cars were the motor or tranny is shit so i don't have to pay for something i am going to replace with performance parts anyway.
