code 14- ignition pulse erratic?

I ran a self test on my "86 sable wagon today and got a code 14, how do I fix this problem? My wagon has been starting with the flick of the key...NOW it takes a good series of cranking before it starts and lacks power. At speed in overdrive, when hitting the passing gear it seems to bog down. I changed the plugs, old plugs were in great shape,checked the cap for carbon tracking. It idles fine and all the fluids are OK. What in the @#$% is going on? Any solution to this problem would be a great help
