96 2.2 Swap Not Running

let me give you the story
i was given a 96 2.2 cavalier because it didn't run. the timing chain jumped, but the engine has over 200k on it, so i got a running junk with 100k. i swapped engines and tranny together, and it was running perfect after getting a sensor plug secure that my scanning software detected.
parked it, and a couple of days later tried to fix right high beam light as it's not getting power. a few days later i go to move the car and it won't start.
it is getting fuel, but no spark (so i have fuel pump fuse out now). replaced and tested crankshaft sensor, it is working. swapped ignition modules, coil packs, and camshaft sensor. power to the module but nothing going to the coils.
i don't see the engine light come on when i turn the ignition, i don't remember if it always did. i can't get any error codes, because it was running fine before.
i even swapped pcm's to see if i get a spark, because i did that before the swap to check each one out. still nothing.
someone mentioned to me that there might be a chip in the tranny for the pcm to work. i almost want to believe that the pcm is bad, but i can't see both. same for both ignition modules, i don't see both as bad when both worked before and after the swap.
any ideas?
