Speedometer

HI,
I have a 90 chevy k2500 diesel (32,000 miles). The speedometer is stuck at 45, all the other gauges work. Is cable driven or electronic? any suggestions of how i can fix this would help out alot (I have a feeling that im going to get a ticket soon)

The speedo is electronic, unplug the VSS on the output shaft housing on the tranny and see what it does.

I just unplugged the vss and nothing, the odometer isnt turning either. any other suggestions?
