2000 silver dying and hard to start

Ok I have read some of the threads on these things and notice the post with the technical bullitin from GM. In this post the bullitin make reference to pluging the bypass hole in the throttle plate(yellow and red plugs). Is this something that I need to do? What would be the purpose of pluging this hole? I am going to clean the throttle plate and body tomarrow and check the FPR like some of the posts suggest.And install fuel filter. New plugs and wires already on.
2000 Silverado 5.3 liter, 107,000 miles
My specific problem is:
Hard to start, I have noticed a light black puff of smoke out the tail pipe when it does this too. In the mournings it starts fine after warm or short drive it will start fine too. After sitting for 30-40 hard to start like getting not enough or too much fuel, doesn't help to pump throttle. Also irregular idle, low and rough mostly. It has died on me before running rough and once on the highway at speed. Power seems intact but not at peak either.
Throttle hard to push down, intermitantly. I hope cleaning the TB helps this.

Just to update, cleaned throttle plate and all seems to helped throttle. Checked the Fuel Pressure Regulator and in other posts it said the vacume line when pulled off should not have gas coming out mine did. So off to replace it I suppose. I haven't plugged the throttle plate untill someone can post to let me know if needed.

did you find out what the problem was? i've got the exact same problem and i'm trying to find some answers. i'm going to clean the throttle body today. if you know anything let me know. there seems to be several posts with the same problem but no answers.

Sorry m8 I didn't think anyone was going to reply so I gave up looking at this post. Yes the Fuel Pressure Regulator fixed up the problem but, as you see I still have no answers on plugging the throttle plate.

You all probably found the answer. But I was having troubles with cold starts as well. It would turn over for a few seconds, but then die. Some times I would have to do this 2 or 3 times before it would run successfully. I fixed this problem by doing:
1) Installing a new fuel pressure regulator (about $80 for the part and about 45 min to fix.)
2) Changed Fuel filter
Now everything is good.

I am having a similiar problem with a 00 yukon. I have to apply the accel to get it to start then it is fine. What are the symtoms again on the fuel reg????

There are a couple, but the one that is famous, is that the truck will start cold fine, but after it warms up it has a hard time starting.
