91 accord speedometer inaccurate

My speedometer is inaccurate, but not consisitently. At 25mph, it reads 15mph; at 70mph, it reads 80mph; but after 83mph, it is pretty accurate. My cruise does work, so I don't think it is a sensor. I it the head or something else? How do I fix it?
