90 Accord Speedometer

My speedometer is not accurate. At 25mph it reads 15mph; at 70mph, it reads 80mph; once it hits 83mph it is accurate. The cruise control works so I don't think it's the sensor. Is there a fix other than replacing the head? If not, how do I do that?
