do you have lowering springs?
do you have a front bumper(body kit)?
how is rust the cause of a low bumper?
if you have a picture,it would be best,

front or rear? I'm assuming its rear because it would take a shitload of rust to make the front one sag. Take it off , strip the rust and find out why exactly its sagging, it more than likely is just loose.

not that uncommon (happened to me), what happens is the rear bumper support starts to rust out, and the bumper starts to sag, just go to your local autowreckers (preferably U-pull) and get a rear bumper support that doesn't look quite as rusted......oh to take off the bumper, there are 2 bolts inside, to below the car, and the screws in the wheel well.....good luck
