headlight fuse keeps blowing

My left front headlight fuse keeps blowing. If I change the fuse it will work for a while and then blow. The wires look good at the headlight. Could it be a bad relay or a short somewhere. Not sure what to do next.

High beam or low? Both wires run directly from the fuse to the light (high also runs to the dash indicator). It may be easiest to run a new wire.

Low beam only. That is good news. where does the relay connect?

There's no relay between the fuse & bulb (short has to be somewhere between them), just a wire. The wire plugs into the fusebox at connector A1, pin #1. It's a yellow w/black trace wire.

Not out but loose. I don't think '96 has any screws, just two white plastic clips on each side. They depress then rotate out of the way to let the fuse box release so that you can get better access to the wires in back.
