can't decide

Which would be a better mod for me...I have a 97 trans am ram air...I am debating over some kind of chip or a programmer? Which brand?I was goin to get 3.73's but it's lookin a little expensive for right now. Also would putting something like a LT4 hot cam in be kinda stupid or would it work? Thanks
