89 Camry, 2 minor problems

Problem #1
My rear passenger belt was jammed so I pulled the cover off to take a look. It made one hell of an unwinding sound and now once the cover is back in place the belt will pull out but will not retract. Is it a hard task to fix this?
Problem #2
My speedo stops at 85km's p/h and I can see a wear mark on the dash cover from around 85-115km's. The gauge needle looks like it is bent upward and as this is the tightest part of the dash the needle is getting caught. Is it possible to remove the gauge and bend that needle tip down a little?
It's the first time I've owned a Camry and I've only had this one less than a week. Just finding all the little problems that need fixing. Any help is much appreciated.

You need to wind the torsion spring back. Be very very careful. Protect your eyes well. It's not easy.
