when putting on new wheels and tires--for example, my 97 teg 15" stock rims with 205 55r15 to 16x7" with 225 40 vr16--do i need to get my speedometer adjusted?? and where can i get this done??

With the proper plus sizing speedo should be almost accurate.
215/40R16 would be better suited & your speedo would be off 1.2mph @ 60mph. So the speedo will read 61.2mph @ 60mph. Other tire sizes to consider - 205/45R16 59.9 @ 60mph. 45-50 series tire will ride much nicer than a 40.

As long as you stay with about 3/32" you should notice no change in your speedo.
