w/ 2000 you could do ls-vtec w/b16 tranny & skunk2 stage2 cams.
or you can buy a turbo

turbo. alot better. you'll have alot more hp. than once you get around 280whp id consider cp pistons, eagle rods and get your block sleeved. also id still go w/ a b16 or atleast a gsr tranny w/ turbo

he spent over $4000and is making 220 n/a and 280 w/spray
he runs consitant 13.4 n/a and 12.5w/spray

turbo will be the way to go with good hp for dollar. with your limited budget, dont worry about the sleeves, as with your budget you wont be pushing high numbers. use the rest of the money on temporary engine management(like a apexi vafc/safc) or something(maybe fpr, dsm 440cc injectors, etc. anything that can help your engine from detonating, etc.)

you can run your ls block up to 300whp and it will be ok. you dont really need more then 300whp for the street
