Idling problem

Recently had 1965 1300cc beetle. Now having idle problem ie. engine stops when foot off accelerator pedal. Carb is Solex H30/31 PICT. There is a little rubber hose sticking out just below the carb. This appeared to be split, and the engine stopped when I touched it. There was a hissing sound. So I took it off and cut a bit off then put it back on. But engine still will not idle.

Where does this hose go to, the distributor? Does it have an electric solenoid sticking out of the side of the carburetor? I will advise not to turn the idle adjust screw until you've checked out a few things first: 1) Condition of ignition points, 2) When was the last time the valves were adjusted, 3) Is the idle solenoid (mentioned above) functioning, 4) Is the idle jet clean, 5) is the mixture screw set properly. Someone familiar with the car can check all these in just a few minutes (valve adjustment must be done cold though).
