I bet they are fine.
The driver's side fan should come on when the AC is on, normal temperature is reached and the car is traveling less than 20 mph or idling.
The only time I have been able to get the other fan to come on is when the AC was on, the outside air temp was 90, the motor was at temperature, idling, and I was using straight water, no antifreeze/coolant.
As soon as I replaced the water with 50/50 antifreeze I could not get the second fan to run.
It is an aux fan that is not needed under most circumstances.
It is good to know that running through the hot summer desert will not over heat this cold natured car.

I assume you changed the relays under the hood. The next thing I would check is the wiring from the coolant temp sensor to the relays. If the relay's aren't getting a signal, they won't be able to turn the fans on.
