idle surges on 84 Fiero

My uncle just gave me his 84 Fiero SE. Its a little rough but has some promising features. The first rough hurdle is idling. It's hard to start. Then when it does the idle surges up and down from about 600 to 1400 rpms. If I restrict the vacuum to the MAP sensor it will idle ok but does not respond well enough to drive under load. Do you have any ideas where to look first. I did try replacing the MAP sensor and that was not it so I am obviously circumventing the real problem. Pulling the air cleaner cover off doesnt change anything and the check engine light is not on.
