turbo size

When your running a large turbo, ( for this question lets say its a 20g on a 4g63 motor or maybe a large t3/t4 setup) can it make full power and a high boost in the lower gears?

I know that the engine makes the same amount of power in each gear and all the time so I guess the question is, will the turbo spool up enough in first and second gear to make full boost?

it depends on how short your first or second gear is...more than likely yes unless you 1st gear is extremely short to the point it goes from idle redline in just a few seconds....a T4 is a prety big turbo though....
