Hard Start

My '92 Talon all of a sudden was hard to start..... it would take several turn-overs to get it started and the check engine light came on.
My mechanic replaced the ECM and I also did my timing belt because I had over 100,000 miles on it.
He indicated that it is still hard to start but runs great once it is started. The ECM, plugs/wires, timing belt are all new. He is looking into it but do you all have any ideas ?
PS. He also mentioned that the "car" thinks it is cold....he is picking up a temp of -50 degrees.
