Museum Collection provides those sets with some of their decal sheets. Like all scale seatbelts they take a bit of patience to thread up and align properly. The hardware is pretty good, but the belts themselves are just thin ribbon. It is not going to become solid if you paint it. I suggest you use some kind of adhesive tape cut to thin strips to make the belts. I paint them with polycarbonate paint, the type intended for RC bodies. It is more flexible than normal paint so won't flake off. I used medical tape (as used for strapping ankles and things) on my last model and it worked well.
