89 Cutlass Ciera Speedometer Probs

Hi, I have an 89 Cutlass Ciera with the Tech 4 and I can't figure out why the speedometer doesn't work. I've searched other forums for answers but no one really has my exact problem. Also I am thinking that the Air Conditioning is cutting out every once in a while too.

Did you ever get this figured out?
