Get a compression check. That will tell you if you need to do serious work on the engine or whether you only need a tune-up. Check your plugs and air filter. Put some fuel injector cleaner in your next tank of gas.
Yes, they are weak

I have the same car, It's going to be a lil slugish untill 2300 rpm. And it's a truck motor, kinda like what nissan did with the 240s (stuck a 2.4 L truck engine into a car). It will always help to get the engine checked out when it's a 20 year old car. If you want some serious power check LCEngineering.com, they got it all for your 22RE needs. The celica's aren't bad since they're RWD and weigh just a lil more than a civic, problem is for americans it has a 4-cyl truck motor. I know a stock celica w/ street tires and a weak turbo kit from the 4 runners (the 22RTE) should get you around 14 secs on the 1/4 mile strip. Sorry to ramble on, but yea. Check out LCEngineering if your are serious about beefing up your 22RE if not, get an engine swap with something else when your motor dies (probably way after 200K miles :p )

Is it carburated or fuel injected? I have an 85 GTS fuel injected that has well over 350,000 miles and until I blew a head gasket, ran strong and quick. It will again after the rebuild.
Run a compression check to see how the engine is, and if that's ok, look for the simple things first...bad plugs/wires (running on three?), blocked exhaust? (they are bad for carboning up at the manifold). Bad injector?
