dumb and stupid question

on the bottom part of the bumper of the fc, what material is that and why the hell is it made like that? Its someting i hadnt really noticed until my friend pointed it out to me.

my whole front bumper feels the same, and I think its like fiberglass or something? maybe its plastic lol I have no clue
