Did it do this before it was rebuilt? Only time I've heard of it bogging is either the float is not set right and its starving for fuel, or the top secondary butterflies are opening to fast(or opening completely) due to the spring being weak. Check this with the engine running and give it full throttle at least enough to actuate the vac secondaries and see if the butterflies open all the way, they shouldn't open all the way immediately.
Other possibility is the secondaries will need to be rejetted. Quadrajets are great when they are working but completely worthless when something is wrong with them, get an edelbrock if you have the money to do so.
