I check my power steering fluid the other day and its just below the hash marks, does this mean I need to add a full quart to get it up to full or how much exactly does the hash mark represent?

No. go to Checkers or Autozone and buy a pint bottle and add just enough to bring the fluid to the proper level. I also suggest you look into buying a Chilton's or Haynes Manual while you're there, it should help you with your questions.

Comon bro, you always add slowing and in small amount in any fluid situation..
Ge the proper power steering fluid that they recommend in the owner's manual and slowly add it until it is at the right level.
Also, alwsy fill when the engine is hot.

Well the owners manual says to add and check when the engine is cold, also, once I add just a little bit, I can't get an accurate reading from the dip stick because it picks up the fluid on the walls of the tube. Thanks though I'll just have to keep adding a little bit at a time.

You wipe the dipper clean and recheck.
