'93 Z28 fan problems

Hi guys, I'm a noob around here, so first things first Hi =)
Now my problem:
I have a 93 z28 Camero. Neither of the fans are working, obviously causing it to overheat. The problem is we can't find out what is wrong with them. I've checked the 2 relays (I'll ask about the 3rd in a minute), they are fine, and it has brand new motors. I haven't checked the 3rd relay, because I'm not sure where it is, can anyone tell me? The guy helping me out with my car thinks that's the most likely culpret, but he doesn't know where it is either, and I'm having a hell of a time finding out on the internet.
Also, is it possible that this could be a thermostat problem? Or perhaps even a wiring problem somewhere? The primary fan has never worked since I've owned the car, but the secondary one worked until recently.
Any help would be great.

do the fans come on when you turn on the a/c? does the car overheat when you are moving? if not than the problem is not your thermostat, if so than you might want to check that also. otherwise, i would look into all the relays and the coolant temp sensors to see if they are functional...
