RHD shell...too much?

Well, I was looking around for a project car...you know for cheap where the engine is either not working or has very high miles where I can rebuild or do a swap. Well, as I was looking I saw someone selling a 180sx shell--no motor or tranny. He was selling for 2000. My first thought was...wtf. Not running and still that expensive? I mean, how bad do I want a RHD. I thought about it more and it might be a good idea, plus I could maybe bring it down to about 1500. He doesn't have registration papers nor is it legalized. The first question is if it's possible to legalize and whats ballpark figure for doing it. And if it can be legalized...What do you guys think?

It seems like a good deal to me. What year is the car and what shape is it in besides no engine or tranny. I think it can be legalized but i think it will be pretty expensive.

It's a black 1991 180sx with pretty good interior condition and managable exterior with a few small and minor dents. The chassis has 57,156--he says. Black with grey interior. It has a sunroof which is always a plus for me.
