Olds 88 Royale electrical gremlins

i got a 1989 Olds 88 Royale from my dads dealership and it runs great. The only problem i noticed was that when you turn on the headlights, the instrument cluster lights dont come on. I would hate to drive this during the night, and i just went out and checked, just turning the lights on. I didnt have the keys with me but is there some quirk that they only come on when the keys are in the ignition? It has the 3.8L engine, electronic temp. control and all the bells and whistles.

When you turn the knob all the way up, to where the interior lights stay on, and then turn it back down, they stay on and wont come off till you take out the fuse.
