Problems with HIDs

I have a problem with my right headlight. When I turn the lights on, low beam (HID) flickers for a few seconds, then high beam starts coming on and both low beam and high beam go out. If anyone has encountered a similar problem and can offer some insight, i will greatly appreciate. Thanks.
