Removing Fuel Filter

I have a 1989 Astro with a fuel filter that will not come off. When I first attempted to remove it, the fittings would not budge. So fearing I might round them off, I soaked them with PB Blaster and let it sit over night. Next day same thing so I soaked them again and let it sit for 2 days. On the third attempt they still didn't budge and I became frustrated and no longer was worried about rounding them stubborn things off. Well, now they are rounded off, and I figure I will have to cut the lines to get that sucker off. Any ideas on how to safely connect the new filter to the old lines with some type of new fittings? I was told by a neighbor that the lines are under pressure and should be replaced with new ones. I did not mind that until the local dealer quoted me a price that is too much for my wallet, and he was not totally sure if he could get them. Any help would be greatly appreciated..............thanks.
