won't start and fuel pump buzz when key off

1990 ford bronco, with 302, turns over but doesn't start. There is fuel going to the fuel rail, and there is spark and compression. i have changed the fuel pump relay and the EEC relay. fuel pump doesn't do the 2-3 sec. buzz when i turn key on, but when i turn the key back off it does. "PLEASE HELP ME!!!!?????????"

it sounds like your ignition relay, that would cause the fuel pump to turn on after you shut the key off and it would also cause the motor not to start because the circut is not completed.
