1990 civic wont start

i have a 1990 civic lx 4dr 5spd, and i havnt started it in about amonth because iv been away and so today i tried to start it and it wouldnt turn over, it was making a really loud sound, almost like a screeching sound, and when i tried to start it the belts werent moving fast, they were just creeping along. oh and when i first tried to start it some smoke came out. doesnt anyone know what the problem is? and its not the battery cause thats 100%. any help would be greatly appreciated. thanks

ok i replaced the starter today with a new one, and it still makes the screeching noise and wont start, i was like WTF, we have no clue whats goin on wit it an were kinda irritated. were gonna try to pop start it tomorow cause its rainin hard here. could it possibly be the clutch? my dad said it might be but would that really die "over night" ? any help would be appreciated, thanks
and i talked to atleast 7 people, and they all said the starter, so i kinda figured it was the starter, and the noise is comin from around the starter area which is right above the tranny/motor. i have no clue what to do lol.

bat is dead. me and my friend tryied starting his mustang we tryied jump starting it with 2 different batteries and still wouldnt turn over so we just hooked it up to his bat charger over night and the next morning it started right up. try checking that. somke probably came from the starter trying to turn the engine over but didnt have enough juice to start it.
