Do all model and year Jeeps have the same lug bolt pattern? In other words will 2000 Jeep wheels fit on a '92.

Your looking at a 4.5 X 5 bolt pattern for the 92 I believe.
That means 4.5" diameter bolt circle and 5 studs to hold the wheel on. Pretty sure there the same up to current models.
There is also a center hole diameter but that should be the same for all jeeps. Only need to worry about that if you try other makes of wheels.
The other thing is, will the wider wheel interfere when steered to the left or right and axle oscilation clearance if they sit outside of the fender. Wheel offset is what makes the difference here. You probably won't know unless you try them for clearance.
