Ram/ Cold Air??

I was thinking about putting a make shift ram air system on my truck. I was going to use the holes in my lower bumber piece and find a way to run hoses or pvc and have them come inside my heat shield one my FIPK pointing at the air filter. Does this sound like it will work? or does it sound just plane dumb? If this would work and actually add some power... what are the chances of water shootin up thier and gettin in my filter? Would that possibly cause me some problems? Please let me know if all of you think its a good ides or if I just sound like a spakned ass.

I talked to my friend whose a big gear head/mechanic and he said unless your driving well over a hundred mph ram airs don't hardly do anything. He explained it in detail of why it had to be well in to the hundreds to work, but i don't remember exactly what he said.
