He has a 5.0 tbi and all he did was take the old intake with the snorkel and put a open air filter that's it, i explained it to the man that gm offered the same intake, he said if it said gm he would have passed it but since it said edelbrock , he considered the intake modified,

you should buy a cheap piece of shit trailer and put it in the trashiest trailer park you can find in another state, declare residency there, tag there and still live in cali, then you don't have to worry about the damn emissions.

i va, you can only have a vehicle that is registered out of state in va for 90 days...

It does not matter who the manufacturer is of the intake manifold, the inspector is wrong. What matters is if the after market manifold meets the C.A.R.B. standard, if there is no C.A.R.B. number on it, it is not legal to use in the state of California.
This applies to parts AFTER the MAF, and BEFORE the cats. If your vehicle is an 00 to 02 Camaro, you must have the IAT sensor, and the AIR hose attached to the aftermarket lid.
The California smog setup is all a closed loop, no breathers allowed.

If you are a resident of another state with a driver's license from another state, then va cannot make you change your plate. Only if you are a resident of va and cannot declare residency anywhere else

what does C.A.R.B stand for?? and its just intake how does that produce smog??

It stands for California Air Reliablity (or Resource) Board.
It is a panel that is state sanctioned that comes up with the standards that must be met for automobile manufacturers, and aftermarket auto parts manufacturers to sell there wares in the state of California.
If you look at the bottom of the pages of "Jegs" or "Summit" catalogs it sometime states:
"Some parts on this page are illegal for sale in the state of California".
Other parts advertized will say "C.A.R.B. legal".
What people need to understand is when something is stated "50 state legal" they are reffering to meeting "Federal standards", the item MAY not meet state standards, especially in California.
IMHO, California standards will be adopted nation wide sooner or later, it's only a matter of time.

You can sometimes get by Mass emissions if you tell them your motor is pre-1982. Sometimes they want proof, but usually they don't care. From my experience, they don't care about things like Edelbrock intakes and stuff, unless you happen to live in an uptight part of Mass...
