98 Malibu A/C

A/C light works. fan works. A/C comp. does'nt switch on. I checked all fuses & relays,all ok. No power at plug to comp.
Any help would be appreciated. recirculating switch lights do flicker back & forth

A/c won't come on if your low on freon
