Fuel Always Overflows When Filling

1996 GMC Safari, V6 Engine, Metal Fuel Tank
We have to go very very very slow when putting gas in my wife's van. If you fill at the normal rate, gas overflows out of the fill hole.
This just started about 2 weeks ago.
I've looked for a tank vent and can't find one. My theory is that the vent is clogged or something. I've no idea where to start. I haven't removed the fill nozzle hose.
And before you ask, no the tank isn't full. I've put 10 gallons in, drove 200 miles and still have the problem. Although, the fuel gauge hasn't worked in about a year.
Can anyone offer some help?
