i have a couple questions
1. how much boost does a stock 13 bt put out
2. how much boost can a stock internal 13 bt hold

8-10 I think is the stock boost, but I don't know for sure.. I'd say 12-13 is the max but again I'm not positive

stock boost is 6.7 psi i believe.
depending on your mods, you'll range from 10-12 without a piggyback.
I've only went to 18 psi on a stock S4 motor. I think anything after that, you'll have to get the dowel pins reinforced.

no. reinforce your pins after 500. if the work is well done on the motor you shouldn't have any problems.

18psi on an s4 turbo? I say BS; that would blow the turbo and the motor...

NO, with correct engine management, a stock engine can handle 25psi or even more, but it cannot run lean! That means you need higher octane fuel for anything over 15 to 18psi, depending on your set up. The s4 engine can handle more boost than most, it has lower compression. ALL TII engines are limited to between 500 and 600hp because of the weak dowel pins.
ON STOCK INJECTORS AND ECU
I would limit yourself to 10psi, the stock ecu sucks!!! With the stock ecu, hyperground wires, an apexi SAFC, and 720cc injectors in the primary and secondary spots, and everything tuned correctly, i still would not run more than 14 to 15 psi with the stock turbo. With a larger turbo, i would stick to about 13 or 14 psi depending on the size of the compressor wheel. (surges come faster with larger turbos) With stock ecu it is very difficult to get anything more than about 300hp without ending up with a blown engine.
